BIOGRAPHY:

Dr. Decker was born and raised in Sierra Leone, West Africa, son of Wesleyan missionaries. He received an AB degree from Indiana Wesleyan University and the master's and doctoral degrees from Indiana University. Positions held in higher education in the United States include Director of Counseling in the Men's Halls at Indiana University, Associate Dean of Students at the University of South Florida and Vice President at Muskingum College in New Concord, Ohio. Overseas positions include Director of Schools for the United Methodist Church in the Katanga Province of the former Belgian Congo, Founding Rector (President) of the Congo Protestant University and Provost of the National Law School in Kinshasa. Prior to his retirement, he served as President of two hospital foundations in Ohio and Executive Director of the Muskingum County Foundation in Ohio. In addition to his services with the North American Liaison Board of the Congo Protestant University, he served with the Las Cruces Symphony Association and is active in St. Paul's Methodist Church.
